TMC has accorded approval for formation of said SPV vide their letter NO. Ja. Kra./TMC/Shvivi/Cluster cell dated 13/09/2024 also GOM (UDD) has accorded approval to TMC for formation of Special Purpose Vehicle (SPV) for Thane Cluster Development Project vide letter dated 24/09/2024 (Copy enclosed).
A Special Purpose Vehicle (SPV) named Thane Cluster Development And Area Improvement Company Limited (TCDAICL) is formed between Thane Municipal Corporation and MAHAPREIT for the construction and execution of the Thane Cluster Development project, dated on 17th October 2024.
MAHAPREIT holds 74% and TMC holds 26% equity in the SPV.

Thane Cluster Development Project
A proposal was placed before the MAHAPREIT board meeting held on 16th
December 2022 for obtaining approval for participation of Mahatma Phule
Renewable Energy and Infrastructure Technology Ltd (MAHAPREIT) in the Urban
Renewal Scheme of Thane City.
After detailed discussions in the board meeting, resolution number
16/11/2022-2023 was passed. According to the resolution, it was decided to
accord administrative approval for the participation of MAHAPREIT in the Urban
Renewal Scheme of Thane City. The administrative approval for the project cost
of Rs. 5,108 crores were granted. It was also decided to appoint a Principal
Consultant, Transaction Advisor, Financial Consultant (FC), and Architectural and
Master Planning Consultant (AMTAC) for project structuring and project
monitoring and management through a competitive bidding process for
participation of MAHAPREIT in the Urban Renewal Program of Thane City.
In accordance with the said resolution M/s. TUMC is appointed as a
principal consultant for providing services for Urban Renewal Schemes, City Beautification
& GIS Mapping. Thereafter, MAHAPREIT has Entered Thane Municipal
Corporation (TMC) into MoU dated 17/04/2023 For the Execution of Cluster Development
Schemes.

Cluster Development Project shall be implemented as per the provisions of UDCPR-2020 for state of MAHAPRESTHRA (UDCPR-2020)
Further Thane Municipal Corporation and MAHAPREIT entered into supplementary MoU for the following additional clusters on 25/07/2024.
